Under the draft law, all internal internet traffic would be carried within the country's own networks.

Traffic leaving Russian Federation would be forced to go thorough registered exchange points and would be regulated by state communications regulator Roskomnadzor.

But experts have said developing such sweeping capabilities, if not impossible, would be extremely expensive and could lead to major disruptions in the functioning of the internet.

The concept appears similar to China's Great Firewall, which regulates internet operations in view of reinforcing national sovereignty.

Human rights group Agora called the bill a "serious threat to internet freedom" in a recent report.
