Only in recent days has Trump begun describing the problem as "humanitarian", referring in a tweet Saturday to "a massive Humanitarian Crisis at our Southern Border".

Experts have said even though the president may have the authority to invoke powers under the 1976 National Emergencies Act, using it will nearly certainly bring on a court battle.

Trump has tried on a number of occasions to blame Democrats for the government shutdown, such as when he tweeted in December that "Senator Mitch McConnell should fight for the Wall and Border Security as hard as he fought for anything".

"I'm in the White House, waiting".

After meeting with Trump on Friday, Republican Senator Lindsey Graham of SC said it was clear to him and the president that "Democrats don't want to make a deal and will never support border wall/barriers".

Last week, the talks broke down during a contentious meeting at the White House at which Trump walked out when told by House Speaker Nancy Pelosi, that she would continue to oppose the wall in border security negotiations, even if the government was reopened.

A later tweet said damage from "Drugs, Crime and so much that is bad" were worse for the U.S. than the government shutdown.

About 800,000 workers missed paychecks Friday, many receiving blank pay statements. Instead, McConnell last week vowed to stand with Trump in the wall debate, after the president met with all Senate Republicans and pleaded for party unity behind his wall quest.

"The positive, shall we say, nearly technological wall that can be built is what we should be doing", Pelosi said.

The Washington Post/ABC News survey found that far more Americans blame Trump and the Republicans for the shutdown than blame the Democrats - by 53% to 29%.

Most came through our Southern Border.

"Name it "peaches", the Republican president said.

As time went on and it became clear that no checks or one-time payments would be arriving from Mexico to pay for the wall, critics accused Trump of moving the goalposts by stating Mexico would pay indirectly through trade policies.

A leading Senate Republican close to President Donald Trump says Trump isn't giving in on his demands for a wall along the U.S. -Mexico border, the issue that's caused the partial government shutdown that's now in its fourth week.

What's new today The shutdown officially is the longest in United States history, eclipsing a 21-day closure that ended January 6, 1996, during President Bill Clinton's administration.

"Most conservatives want it to be the last resort he would use", said Rep. Mark Meadows, R-N.C., a leader of the conservative House Freedom Caucus who speaks to Trump frequently.

A concourse at Miami International Airport was shut down for part of the weekend because not enough Transportation Security Administration agents were present to staff all of the airport's the security checkpoints.

Trump is growing more frustrated as the shutdown drags on and is complaining that his aides are not offering him an exit strategy. He will need Democrat votes, but as shown in the House, good things happen.

The shutdown has furloughed 380,000 federal workers and forced an additional 420,000 to work without pay.
