There was widespread surprise Thursday after the Democratic Republic of the Congo's electoral commission announced that opposition leader Felix Tshisekedi had won the presidency.

In a pre-dawn announcement, the election commission named Tshisekedi, son of the country's late veteran opposition leader, as provisional victor of the bitterly-contested December 30 vote - a surprise result his main opponent promptly denounced as an "electoral coup". Barred by the constitution from seeking a third term, Kabila handpicked Shadary, a loyalist former interior minister, to run for the ruling Common Front for Congo coalition, fueling suspicions the current head of state meant to retain considerable influence over his preferred successor.

But a second opposition rival, Martin Fayulu, is denouncing the result as an "electoral hold-up".

The church, which has long pressed for a fair election in the largely Catholic nation, refused to name its "clear victor".

Two police officers were also killed, and 10 people were wounded, AFP news agency reports.

In some regions, gatherings of three or more people have been outlawed.

The United States, African Union, European Union and others have urged Congo's government to make sure the election results conform to the will of the people.

Elections in the resource-rich but poor country were initially scheduled for 2016 but Kabila failed to arrange them.

Mr Fayulu said the "Congolese people already know" the result of the vote, which took place on 30 December.

Tshisekedi, 55, is reported to have won seven million votes and Mr. Fayulu 6.4 million. "This is the beginning of national reconciliation".

Fayulu, told RFI that the results were an "electoral coup", adding that the provisional results "have nothing to do with the truth at the ballot box".

Tshisekedi inherited the leadership of the UDPS party when his father, Etienne, died in 2017.

Already delayed by two years, the announcement of results was postponed by a further week to allow more time to overcome logistical challenges in a country of 80 million inhabitants spread over an area the size of western Europe with nearly no paved roads. He was a vocal activist during the two-year delay in Congo's election, insisting it was time for Kabila to go.

Defiantly, tens of thousands of voters held their own unofficial ballot on election day, and Fayulu won easily. And in a last-minute decision, some 1 million of the country's 40 million voters were barred from participating, with the electoral commission blaming a deadly Ebola virus outbreak.

Many Congolese had objected to Shadary, suspecting that Kabila would continue to rule from behind the scenes.

Congo's government cut internet service the day after the vote to prevent speculation on social media.

Kabila said before the vote he planned to remain involved in politics and could not rule out running again for president in 2023 when he will no longer be term-limited.

Residents of the capital, Kinshasa, said the heavy security presence was a bad sign, with some recalling the violence that followed past disputed elections.

Now Congo faces a new leader who is little known after spending many years in Belgium and living in the shadow of his outspoken father.

Opposition candidate Felix Tshisekedi was named the victor on Thursday.

Sarah Gardner, who works with the project's investigative initiative called The Sentry, said: "I think if that process goes forward, there needs to be worldwide support for full transparency and statements to that effect".
