Police are treating the incident as a terror attack.

"Me and the managers ran out and that's when we saw the vehicle on fire and then we saw the guy on the floor and we wanted to help, there were two blokes helping him out already, he was face down pools of blood around his face", Villasin said.

Two men shopping in the area told the ABC they saw a man throw what they thought to be a bomb into his vehicle.

The incident is being treated as terrorism, police said.

Two victims are still in hospital with non-life-threatening injuries.

"At the same time passers-by were calling out that members of the public had been stabbed", he added.

Police are seen on Bourke Street in Melbourne on November 9, 2018. Police say the exact circumstances have not yet been determined.

The knifeman clutched his chest and and fell to the ground where he was quickly arrested on the pavement by two officers and rushed to hospital under police guard.

Ambulance Victoria said it assessed three people at the scene, who were then taken to hospital.

One of his victims sustained significant head injuries.

Local media showed footage of a large man slashing wildly at police officers before being shot.

Two members of the public came to the aid of police, one using a shopping trolley and another using a chair to try and stop the attacker.

The attacker in Melbourne was shot by police after he set fire to a pickup truck laden with gas cylinders in the centre of Melbourne and stabbed three people, killing one.

Officers had initially responded to a report of a vehicle on fire on the popular shopping street at 4.20pm (5.20am GMT) on Friday. He was taken into custody in a critical condition.

She looked through the back window of the tram and noticed a auto on fire. "One of the officers fired his firearm and shot the offender once in the chest".

Businesses are now shut near the incident, with police telling people to stay inside.

"But we also thank the police who did us proud in very unsafe circumstances".

One witness said the driver got out of the vehicle and threw "something like a bomb" inside before it erupted into flames.

"There was a guy stabbed and there was a auto explosion in Bourke Street", he said.

The next thing he saw was a "big dude punching into the police car". The utility was found alight on the corner of Bourke and Swanston streets, a busy shopping area in the heart of the city.
