Chris Griffith at The Australian points out that "the discovery of the breach occurred after the Notifiable Data Breaches (NDB) scheme began in late February" meaning that the discovery and what the WSJ claims is a coverup, occurred after the program was put in place.
The OAIC is aware of reports about a security issue affecting Google+ user accounts.
Further speaking on the issue, Google has said that they have no evidence that any outside developer has misused users private data.
As Google only keeps two weeks of API logs for its Google+ service, it was impossible for them to determine if the bug was ever misused.
