Brown sees new California energy policy as model

On Monday, California Governor Jerry Brown signed a bill mandating that the state's utilities move to 100-percent zero-emission electricity generation by 2045.

Brown's actions come ahead of a global climate change summit beginning Wednesday in San Francisco. "But it must be done", said Brown said.

"California is committed to doing whatever is necessary to meet the existential threat of climate change", Brown said during signing of SB100.

Read the full story here. Given the pending US withdrawal from the Paris Climate Agreement, subnational action is crucial. "Transitioning to an entirely carbon-free energy grid will create good-paying jobs, ensure our children breathe cleaner air and mitigate the devastating impacts of climate change on our communities and economy".

Utility Pacific Gas & Electric said the law could raise customer bills and make the grid less reliable.

The clean energy bill, known as SB 100, passed the legislature last month. He also issued an executive order calling for statewide carbon neutrality - meaning California "removes as much carbon dioxide from the atmosphere as it emits" - by the same year. It also requires that 50 percent of the state's electricity come from renewable energy by 2026 and 60 percent by 2030, up from the current level of 32 percent.

Data from the U.S. Energy Information Administration shows California is ranked sixth among states in crude oil production and 15th in natural gas, though production of both has declined since the mid-1980s. California's most recent bill only states that electricity has to be zero-emissions, so theoretically the state might be able to adopt a full carbon-capture system on a natural gas plant, which is now being tested in Texas.

California has established an ambitious goal of relying entirely on renewable energy for its electricity by the year 2045.

The measure was written by state Sen. Jerry Brown on Monday, the latest in a series of ambitious goals set by the state to combat the effects of climate change.

Major cities will likely announce greenhouse gas emissions trending downward, and governors will unveil partnerships supporting indigenous efforts to sustainably manage tropical, carbon-dense forests.
