At least 18 civilians were killed and 45 others wounded in a suicide bombing at the governor's compounded in Jalalabad city, said Najibullah Kamawal, head of Nangarhar's health department.
The explosion happened outside the Nangarhar provincial governor's office in the capital Jalalabad, his spokesman Attaullah Khogyani told AFP.
Most of the dead and wounded were believed to be Taliban, he said.
