Health officials and witnesses said Israeli forces shot dead 21-year-old Razan al-Najar, a volunteer medic, as she ran towards the border fence, east of the south Gaza city of Khan Younis, in a bid to reach a casualty.

The Israeli military confirmed in a statement it had carried out the air strikes, adding that "the Hamas terror organization is exclusively responsible for all events that transpire in the Gaza Strip and emanate from it".

Residents said al-Najar was a popular figure at the protest sites and pictures depicting her as an angel circulated on Palestinian social media. Analysts at the United Nations do not recall a resolution ever securing only one vote in the Security Council.

"Being a medic is not only a job for a man", Razan al-Najjar, 20, said in an interview at a Gaza protest camp last month.

Police spokesman Micky Rosenfeld said the kites flown from Gaza have caused "widespread damage" to forests and fields in dozens of incidents over the past few weeks.

The Israeli offensive comes days after the two sides agreed to a ceasefire to end what has been described as the worst hostilities between the Israelis and Palestinians since 2014.

More than 120 Palestinians have been killed by Israeli forces along the fence that divides Israel from Gaza since the protests erupted in March.

Ten UN Security Council members voted in favor of the Kuwaiti resolution which "deplores" and calls for a stop to "excessive, disproportionate and indiscriminate force" by Israeli forces against Palestinian civilians.

Prime Minister Benjamin Netanyahu on Wednesday accused Iran of "encouraging" Hamas and other militant Gaza groups of the violence.

The demonstrations have been accompanied by smaller clashes as youths hurl stones at Israeli soldiers and attempt to breach the border fence, at times laying explosive devices on the fence or throwing grenades.

Reda al-Najjar, Razan al-Najjar's colleague and friend, was with the paramedic when she was shot by the Israeli sniper.
