Comey 'deviated' from standard procedure in Clinton probe, report finds; Trump responds

Judge Andrew Napolitano said there was "very little" new information revealed by Justice Department Inspector General Michael Horowitz in his highly-anticipated report on the FBI's investigation into Hillary Clinton's emails.
"It is a damning indictment of former FBI Director Comey and the Department of Justice's mishandling of the investigation", said Rep Darrell Issa, a California Republican.
While some of their messages were anti-Trump, others took aim at lawmakers such as U.S. senator Bernie Sanders, whom Mrs Clinton defeated for the Democratic presidential nomination.
Clinton also told investigators she could not recall "any training" that she received on how to handle classified documents.
'Cause there's a new shocking phrase in town and it's one that goes like this: Dear Lisa Page, don't worry, Trump won't be president, "we'll stop it". That agent, Peter Strzok, was removed from the team once the texts were brought to Mueller's attention. "Page sent a text asking "[Trump's] not ever going to become president, right? "The conduct by these employees cast a cloud over the entire FBI investigation".
The inspector general's detailed report, set for release Thursday afternoon, represents the culmination of an 18-month review of one of the most consequential FBI investigations in recent history.
Again, Clinton aides, Democrats and former Justice Department officials from both parties criticized Comey, saying he should not have publicly discussed an investigative action especially before he knew whether the emails were significant. Congressional Democrats also say it was unfair for Comey to publicly discuss the Clinton investigation while keeping mum about the FBI's investigation of the Trump campaign's possible ties to Russian Federation.
Mr Horowitz's report examined actions taken by top officials before the 2016 election, including the handling of the investigation into Mrs Clinton's use of a private email server when she was secretary of state.
Wray said during a news conference, "It's also important to note what the inspector general did not find. Thanks to IG's people for hard work", he tweeted, along with a link to an opinion piece in the New York Times in which he defended his actions. Ten days before the presidential election, Comey announced the resumption of the investigation. "If any other FBI Agent has done what Comey did and not refer the case to DOJ to make a decision, that agent would be fired from their job and likely be charged with obstruction of justice". It will also criticize him for usurping the authority of the attorney general at the time, Loretta Lynch, by calling the impromptu July 2016 presser.
Congressional Republicans briefed on the report argued it condemned Comey.
It will focus in part, on how then-FBI Director James Comey's actions may have influenced the 2016 presidential election.
How will President Trump react?
Comey said he faced the tough choice of speaking out or concealing the information.
On Wednesday, on the eve of the report's release, Sen. This is the same charge against Clinton prompting her investigations. They asked Horowitz to provide them with his original drafts. He added that "no changes are made to the OIG's report on account of these briefings". "We need complete transparency, and I urge the Inspector General to show Congress all versions of his report leading up to the final product".
The Clinton report will examine key actions by Federal Bureau of Investigation leaders. Trump has repeatedly claimed that Comey's investigation into Clinton was "phony and dishonest", claims that have now been shot down by his own administration. The case stems from elections in 2010, when state officials initially prevented a voter in a Tea Party shirt from casting a ballot due to a 1912 state law prohibiting "political insignia" at polling places. "These actions violate longstanding guidelines created to protect citizens from unfair attacks and avoid influencing elections".
