The heaviest rain bands and strongest winds began coming ashore around 10 a.m. Monday in Panama City Beach.

The storm that was expected to make landfall later Monday had maximum sustained winds of 60 miles per hour (95 kph) and was moving north at 8 miles per hour (13 kph). According to the National Weather Service, almost half of all flash flood fatalities are vehicle-related.

The storm was moving north at about 8mph (13km/h), the National Hurricane Center said.

All 67 Florida counties were issued the emergency notice to give state and local governments enough time and resources to prepare, Florida Governor Rick Scott said in a statement.

Forecasters said Alberto has most recently taken a north-northwest track that would bring it over the northern Gulf of Mexico during the night and make landfall on or in the vicinity of the Florida Panhandle on Monday.

Meanwhile, a Storm Surge Watch is in effect for the Suwannee River to Mexico Beach, Florida.

The storm spun up days before the formal June 1 start of the hurricane season. The storm is predicted to make landfall near Panama City or Pensacola. Subtropical storms can develop into tropical storms, which in turn can strengthen into hurricanes.

Once Alberto is inland, and deprived of the warm waters that fuel tropical weather systems, the storm was expected to steadily weaken.

US National Weather Service (NWS ) on Sunday released warnings that people living along coastal regions in Florida, Alabama and MS should "take this storm seriously", as up to a foot of rain is expected to flood low lying areas alongside high winds over the popular holiday weekend. Just because it's "nice and sunny" after the storm passes, Medlin says, there's still a risk for swimmers.

The National Hurricane Center dropped the lingering Tropical Storm Warning for the northern half of Longboat Key and Tampa Bay in its 5 p.m. bulletin.
