Labour say that the scheme would cost £1.4Bn per year, and that the party plan to pay for it by using money ring-fenced from Vehicle Excise Duty.

"She could have recalled Parliament last week - it is only the Prime Minister who can recall Parliament - or she could have delayed until tomorrow when Parliament returns".

Some 75 people, including children, are said to have died when the Syrian regime used chlorine gas and another nerve agent in Douma last Saturday.
