The death toll in Kabul's PD9 explosion has risen to 20, while 30 others injured in the blast.

The Islamic State group claimed responsibility for the attack.

The wounded have been taken to hospitals around the city.

Witnesses told RFE/RL that the blast could be heard throughout the capital.

But experts say IS operates several cells in the city, enabling the group to plan and carry out attacks under the noses of Afghan security and intelligence agencies.

IS claimed responsibility for the December 28 attack, which Afghan President Ashraf Ghani called a "crime against humanity" committed by terrorists.
