Catalonia's former leader Carles Puigdemont has travelled to Denmark, triggering a failed attempt by Spain's prosecutor to have him arrested.

Former Catalan president Carles Puigdemont flew to Denmark from Belgium in defiance of an worldwide arrest warrant filed by the Spanish government.

But Supreme Court Judge Pablo Llarena turned down the request, arguing Puigdemont had gone to Denmark "to provoke this arrest abroad" as part of a strategy to help his chances of being allowed to be sworn in as president of Catalonia again.

It came nearly three months after he was removed from office and fled to Belgium following Catalonia's declaration of independence.

A previous European arrest warrant issued by Spain was withdrawn in December, before a Belgian court decided whether or not to extradite Puigdemont and four of his former Cabinet members.

Spanish authorities are investigating him and other Catalan officials for possible rebellion and sedition charges related to regional parliament's October 27 declaration of independence. The trip is Puigdemont's first outside Belgium.

Copenhagen police spokesman Riad Tolba told The Associated Press that no arrest warrant has arrived yet, so Mr Puigdemont has not been arrested.

His candidacy will be voted on by the end of the month. "Outside, for the moment, his movements are free within the European Union, but we'll see".

Former Catalan leader Carles Puigdemont speaks during a debate at the University of Copenhagen on January 22, 2018.

He wants to present his candidacy and government programme to parliament - a prerequisite to being voted in - remotely via videolink or by having someone else read it for him.

He also said he had written to the Spanish prime minister, Mariano Rajoy, to ask for a meeting to discuss what he termed the "abnormal situation" in the regional parliament.

Earlier, the Catalan parliament's speaker, Roger Torrent, said Mr Puigdemont's candidacy to head the regional government was "absolutely legitimate" despite the charges against him.

Spain issued a warrant for Puigdemont's arrest in November, but withdrew it after a month amid fears that Brussels would send him back but restrict the crimes he could be tried for.
