They are standing in front of the Curtis Phillips Performing Arts Center Spencer, where Spencer will speak for the first time since the deadly rallies in Charlottesville in August.

The filing was made the same day as a planned speech by Spencer at the University of Florida, where officials prepared a large police and security response.

The University of Florida later reversed its decision on Thursday's event, saying it was committed to upholding the First Amendment, even if that required security measures that would cost $500,000.

Andrew Anglin, the American blogger who runs the neo-Nazi Daily Stormer website, called on followers who are unable to attend Richard Spencer's upcoming speech in Florida to target Jewish and African-American institutions, the Anti-Defamation League said. University administrators had initially wanted to deny Spencer the chance to speak but ultimately had to relent.

An outspoken supporter of Trump during the 2016 campaign, Spencer rose from relative obscurity after widely circulated videos showed some Trump supporters giving Nazi-style salutes to Spencer during a gathering in Washington to celebrate the Republican candidate's win.

Other groups were chanting: "Gators together, stronger than Spencer", and, "Not our town, not our state, we don't want your Nazi hate".

The Orlando Sentinel reports that the The National Policy Institute, Spencer's group, originally requested space to speak at UF on Sep.

"Most important free speech event of your lifetime and you responded by becoming cartoonish caricature of the left", he said.

Protesters have unfurled a sign on campus proclaiming "Love, not hate" and have drawn chalk designs on the pavement promoting inclusiveness and diversity. Spencer said, describing himself as a "dissident intellectual". Spencer is the president of the National Policy Institute, a leader of the "alt-right" movement and a proponent of the white nationalist movement that advocates for a white "awakening" and a white ethno-state.

University of Florida President Kent Fuchs earlier this month asked students to stay away from the campus event.

As a public university, Florida is prohibited from stopping the event based on the contents or views of the speech, Fuchs said. "I believe education is his greatest enemy", Fuchs said.
