Kenyan election official found dead days before national vote

A top official from Kenya's electoral body who went missing on Friday has been found on Monday murdered with one of his arms cut off, police said Monday.
The electoral commission chairman, Wafula Chebukati, has called the death a "brutal murder" and called for security for all commission staff.
"The only issue is who killed him and why".
Msando was in charge of a system of electronic voter identification and ballot counting seen as crucial to avoid rigging.
