Turnbull to push parole plan at COAG

Australia's prime minister says he will discuss with state leaders changing state laws so that unsafe criminals are not released from prison early on parole.

Malcolm Turnbull says there will be serious discussions with the states at COAG about parole decisions for people on terror watchlists.

Police confirmed on Tuesday that Khayre, who was acquitted of a plot to attack a Sydney army base in 2009, had shot a man dead in the foyer of the building. Three people were convicted of conspiracy for that plot, which police thwarted before it could be executed.

After serving time for a violent crime and having his parole eligibility date pushed back due to "poor behaviour" behind bars, the 29-year-old was released on parole last year, having to adhere to strict terms and conditions.

The board had previously denied parole to Khayre when he was first eligible to apply, rejecting an application in 2015 on the advice of Corrections Victoria, who said his behaviour in prison needed to improve.

In the wake of recent terror attacks across the world, Mr Jones said authorities need 'to stop watching them (terrorists) and lock them up'.

ISIS has claimed responsibility for the attack which left one man dead, as well as the attacker, and several others injured in the suburb of Brighton. Police said they were also conducting "reassurance patrols" to calm the neighborhood.

Mr Turnbull said Khayre's attack was a "shocking, cowardly crime", made more so by the fact that he was "only recently released on parole".

A coroner last month criticised "inadequate" opposition to the gunman's application for bail in that case.
