The department later appointed Robert S. Mueller III, a former Federal Bureau of Investigation director, as special counsel.

And Comey admitted that he asked a friend to leak those notes to a reporter, correctly betting that the details would prompt the appointment of a special prosecutor.

The snub came just 24 hours after Comey told a Senate panel that an anonymously-sourced Times report from mid-February was false.

Key points such as whether Mr Trump implied Mr Comey would keep his job if the "cloud" of the Russian Federation probe lifted, or whether the president asked Mr Comey to drop the investigation into fired NSA Advisor Michael Flynn, remain one man's word against the other.
